State Rules
Full state NAP. Shields on weekend if you are not particapating in the Kill Event.
- “NAP”, which is an acronym for No Attack Policy and/or Non-Aggression Pact, is an agreement between a number of ranked alliances (indicated by the number after the acronym NAP) where no player within those alliances can attack or scout another player within that number of ranked alliances without permission.
- Example: NAP 8 means that no player within the top 8 ranked alliances can attack or scout another player within the top 8 ranked alliances, and vice versa. Full state NAP covers every base that resides in 596.
- NAP includes Farm Accounts. Farms in a Farm Alliance are Protected by NAP on NAP days (ie empty your farms the day before kill event). Farm alliances MUST have tags that match your main alliance’s tag in some combination of letters.
Defending Rules:
- No restrictions apply in the defense of your base, your hive, or your farm
- If an inquiry is requested by the Council, screenshots MUST be given that prove you are defending an attack.
Gestures of Provocation:
Both scouting someone’s base and linking someone’s coordinates in State Chat are gestures of provocation and should not be done between players of any alliances within the NAP, unless consensual.
Escalation of Issues:
- When possible, disputes will be handled by the involved parties. Accidents happen. Please apologize and return the resources.
- If this fails, screenshots should be shown to your r5 or Diplomat for resolution between involved alliances. This may result in the offending party’s alliance kicking said offender out of an alliance.
- An emergency Council inquiry, convened by a minimum of 3 representatives from respective top 8 alliances (r4/r5), can be assigned to investigate any serious incidents such as but not limited to:
- severe, unremorseful NAP break
- non-sanctioned zero of a base
- severe disputes between two or more alliances
- In the case of alliance officers or Council involvement, parties involved in the incident in question will excuse themselves from being part of the committee of inquiry.
Alliance Expectations
Donations to alliance technology, particapation in both chat and events as often as possible even if just a “Hi”. Being helpful and kind to all members in the alliance, in our state and even people outside of our state. Be the better person even when you feel like you shouldn’t.
Expected Behavior
All players are encouraged to show goodwill to one another and refrain from deliberately causing unnecessary drama. We want players to stay, enjoy the game, and our state to thrive.
Below are notes to State 596 from our first President, Murderbot. Murderbot was president for the first 3 weeks that the Launch Center battle was available, but abdicated peacefully before our first Clash of Zones so we would have a level 25 player with the President buff that could counter the presidents and cabinet of other states.
Murderbot’s Notes to the State
The following text represents writings i’ve been sending to various r5s of other alliances. You can skip this section but it will give you an insight into my thoughts on making the state more powerful against all other states.
We Are All in the Gutter, But Some of Us Are Looking at the Stars
War. War never changes.
The Romans waged war to gather slaves and wealth. Spain built an empire from its lust for gold and territory. Hitler shaped a battered Germany into an economic superpower by attacking his neighbors for resources. Since the dawn of humankind, when our ancestors first discovered the killing power of rock and bone, blood has been spilled in the name of everything: from God, to justice, to simple, psychotic rage.
The details are trivial and pointless, the reasons, as always, purely human ones. War. War never changes.
If there must be war – and believe me when I say there must – let us not look for war within our state but instead look to the enemy who will soon be at our very doorstep and threatening everyone within. Build farm accounts. Take lessons from skirmishes within our state and either grow in power or shield appropriately. Small battles for resources between us mean little as the future approaches.
I am not trying to tell anyone how to structure their time, nor tell anyone how they should have fun in this game – I believe too strongly in freedom of choice for that. I merely wish all to look at the bigger picture and the weeks ahead. We are all of us in the gutter, but some of us are looking at the stars.
Peace as a Path to Power:
I mentioned stars in the previous note. All men (and here I mean humanity, not just males or male identifying persons) have the stars to look at…but they are not the same things for different people. For some, who are travelers, the stars are guides. For others they are no more than little lights in the sky. For others still, who are scholars, they are problems to be solved. Much like the stars are different things to different people, so too are there differences between how people approach playing this game. Some people want to farm. Some build. Others have the most fun when they make war and raid.
Despite these differences, and my acknowledgement that you are free to structure your game time as you wish – I am asking for peace. We must not have partisan, guerrilla attacks from each other to worry about in order to gain strength for State versus State. Do not antagonize each other with words or actions. Build farms and instead raid those for wealth. Ultimately this game is a marathon and not a sprint – do not conflate short term gain with “winning”. Peace within the state is the fastest and most productive path to longevity.
I have no desire to say, “I told you so” when other states come knocking at our door to take what is ours, and we are too weak to defend ourselves. I wish to instead to be able to take the fight to them, knowing our home is safe. If they find us fragmented, they will divide and conquer.
Becoming the Stars Themselves
I’ve written of the stars in the past, and that the stars are different things to different people – but I don’t know if I ever quite communicated what I saw when I looked at them. I saw us. All of us, each of us a transcendentally radiant star – powerful and strong, blazing a path through our enemies as we destroyed all comers in the Legendary Division. Our names famous across the world, people whispering them in admiration for our achievements (and some admittedly in terror because we are so badass, of course).
We can argue about how to best achieve these goals – but we can’t be complacent about the goals themselves. For if we don’t create opportunity for all people, the disaffection and division that has stalled our progress will only sharpen in days to come.
I plan to abdicate the presidency peacefully. In reviewing the incidents during the past weeks I am unconscious of intentional error, but I am nevertheless too sensible of my defects not to think that I have not committed many errors. I want all of you to realize how big a job, how hard a job, it is for your r5s, r4’s and diplomats and our future president to make sure we succeed but also ensure everyone has an opportunity to enjoy themselves.
To our next President, I say: Our state’s future leadership and prestige amongst the States depend, not merely upon our unmatched material progress, riches and military strength, but on how we use our power in the interests of internal state peace and human betterment. In the face of threats from abroad, it can be tempting to seek comfort by turning inward. But we must reject isolationism and its companion, protectionism. We must recognize the dangers of sectionalism and factionalism, divisions based on alliance that seemed to grow more and more bitter as internal strife goes on. The alternate domination of one faction over another, sharpened by the spirit of revenge – a natural party to dissension – will only allow external enemies the ability to divide and conquer. It is not just one alliance that can help us in the coming days of State versus State, but all. We need each and every person, whether as a fighter or in a supporting role.
It is up to all of us to make sure our next government can help us meet the many challenges we still face. We have everything we need to do so at our disposal. Our strength, our drive, our diversity and openness, our boundless capacity for risk and reinvention (and changing avatars!) means the future should be ours. But that potential will only be realized if we work together. Only if our words reflect the decency of our people. Only if we become as the stars themselves.
Farewell Address / A Final Reminder
Please remember to treat all with fairness and dignity, regardless of their race, religion, gender or sexual orientation and regardless of when they arrived in our State. Remember that the ends do not justify the means. Remember, in the end, this is only a game and it is not worthy of small minded actions.
Because we are a great state filled with great people, our challenges seem complex. It will always be this way. But as long as we work together, remember our principles, and believe in ourselves, the future will always be ours. I hope to see you on the battlefield as my companion in arms as we soon will wage war with other states. A few weeks hence, when we are much older and wiser (hehe) and maybe even have forgotten about this game in favor of other recreations, I hope you still think fondly of me.
